I'm using Ultramon and have it setup so that the taskbar only displays the tasks that are going on on that monitor , but I'd like to be able to show the clock on both taskbars, is that possible without having to run it so both taskbars are mirrored?

Currently that's not supported, also not in mirror mode. Support for a clock on the UltraMon taskbar(s) is planned for UltraMon 3.
