Can I hook up 3 monitors (I currently have two) to 1 video card? (it has two DVI plug-ins) Or do I have to have a 2nd video card?

Generally no, but some special cards are designed to support more than 2 monitors. You'd probably already know if you have one of the cards that supported more than 2 monitors.

To answer the second part of your question: Yes, you either need a special card that supports more than 2 monitors, or you need a second video card.
