After considerable effort, I've just installed the Radeon Catalyst Control Center software and driver from my two 19" LCD panels.
My Question: Would I get the full functionality of UltraMon if I were to install it in this configuration?

That should work fine, I'm not aware of any issues specific to the Radeon 9200.
Just make sure you're using extended desktop mode and not horizontal span mode, in span mode UltraMon will only see a single monitor.
