When I reboot, the second monitor has no signal. If I disable and enable the second monitor, it comes on and works fine. Interesting sidenote - When I view my computer from remote desktop, it shows the second monitor fine, but the actual second monitor is blank.

I'm seeing this as well on one of my systems, seems to be an issue with the video card driver.
After startup the monitor remains on standby, but gets turned on after a couple of minutes. Rebooting the system also fixes the problem.
