I am a web developer and i use my dual monitor setup for developing websites, the editor on one screen and my browser on the other.
Too many times i have selected the browser to push refresh, and then move my mouse back to the other screen and start typing in the editor, when in fact the browser is still active.
What i am suggesting is when you move your mouse to monitor 2, the app that was last active on monitor 2 becomes active, and then when you move your mouse back to monitor one, what ever app was active on that monitor, is reactivated.
I could see this being a pain in some situations, so you should be able to disable it, but in my case, i would love it.

Thanks for the suggestion, will be considered for UltraMon 3.
You could do something similar with the X-Mouse feature of TweakUI, but with X-Mouse the window below the mouse gets activated.
