Playing full screen game on primary, mouse is locked to primary. How can I unlock it so I can comtrol secondary?

After a lot of searching, I guess the only way is to run in a window. No way to unlock playing full screen? With software maybe?
So if it was unlocked, it would minimise the game window?

OMFG! World of Warcraft has a setting that when run in a window, you can maximze window with no border. Nice! Just like full screen.
