When I click on my ultramon link from the program files group, vista shows the circle thing by the pointer but nothing comes up.
When I click on the ultramon in the taskbar, it just gives me information.
How do I fix this? I have already tried to reinstall.

If you have the UltraMon icon in the system tray, UltraMon is already running. To access features like the wallpaper manager, etc, right-click the icon to get to the UltraMon menu.
