Have you took a look at the win32 api function <![CDATA[DrawAnimatedRects]]> ?
from the doc: "The DrawAnimatedRects function draws a wire-frame rectangle and animates it to indicate the opening of an icon or the minimizing or maximizing of a window."
with this function you could then simulate the minimize/restore animation, if enabled, on the Smart Taskbar.
