I am unable to add a custom toolbar to the Ultramon taskbar. The functionality I am looking for is the same as selecting 'New Toolbar' from the windows taskbar and choosing any folder.

Currently that's not supported, this might get added in a later release.
You could get similar functionality with the True Launch Bar, which does work with UltraMon.
