Some how the smart taskbar of secondary monitor is frozen to left side. Usually I can drag it back to the position I want it in (top) but not this time. I have turned it on/off, I have rebooted the (PC HP laptop) to no avail. Any thoughts to bring it back to life.

Never mind, I think. found a post in the FAQ's to delete the smart taskbar in the system registry. This moved it back to where it was originally. I still can't drag it to another position, but it is at least back where I started.

Make sure the taskbar is unlocked, you should then be able to move it to another screen edge by dragging the bottom-right corner of the taskbar.
