Have a Dell PC with a dual output card (D-sub and DVI). I have attached a 17" monitor (4:3 aspect) via D-sub, and a projector (16:9 aspect ratio) via DVI. With UltraMon, can I mirror these outputs in different resolutions (800x600, 1280x720) AND different aspect ratios? If not, will adding a second video card solve my problem?

Different resolutions is possible, but UltraMon won't preserve the aspect ratio, so the mirror image will get distorted.
You'll have the same problem with a second video card as long as the two monitors use different resolutions.

Does this mean it'll crop the image or will it preserve the image and just scale down the resolution? (Assuming Aspect ratios remain the same)??

This is no longer an issue with the new version of mirroring in the 3.0.3 beta, aspect ratios will always be preserved. The image can be scaled down (the default) or get cropped.

But what if we wanted the 16X9 image to be stretched up and down to fit a 4X3 screen in its entirety? Is there any way to change the default so it doesn't preserve the aspect ratio of the monitor that is cloned?

That's not supported directly, what you could do is switch the mirror target monitor to a 16x9 resolution, for example 1280 x 720.
You could do this via the 'use same resolution' option on the last page of the mirror settings wizard, or with a display profile.

I don't think you understood my question (surely my poor description of it, so let me define my problem more succinctly:
This is a church project. I'm using a piece of software called Sunday Plus that is no longer actively developed. It has a max resolution setting of 1024 X 768. I use that software to inject slides into my video presentation that is streamed to viewing areas in various locations within the church. I am using a product called "ATEM Television Studio," a switcher that allows me to switch between 4 HDMI inputs. I have 2 video cameras as inputs and my 3rd input is the "display monitor" fed from the HDMI out on my video card. The picture is scaled to the 16X9 aspect ratio, and the input must be 1080i 30 because all the inputs must match going into the switcher and this matches what the cameras feed to the switcher.
We use Sunday Plus also for our in-service presentation, to display the lyrics to music and such. We have a video presentation team that does this, and we have a separate video recordation team that records and feeds the video of the service to remote viewing areas. I am a member and leader of both teams.
What I'm trying to do is be able to control both the video recordation and video presentation from the same computer at the same time. Basically, I just use slides for pre- and post- announcements, so during the service I'm free to use Sunday Plus to do the presentation if I wanted. We have built the two ministries up separately because I didn't think one person could effectively control both. Now, though, I'd like to see if I can cover both.
So when I try to use cloning in Windows 7, of course that funky 1080i 30 fps resolution is unrecognized by the projectors, and it would have displayed in 16X9 instead of 4X3 (which is the native aspect ratio of the slide anyway). So I have turned to Ultramon, which does allow me to mirror in a different resolution that the projector likes. But the image is still 16X9, and I need it to be 4X3.
My understanding is that Ultramon used to stretch the input and fill the screen when a 16X9 aspect ratio was fed to a 4X3 monitor, and this was considered a fault of the software at the time. This was "fixed" in the last year or two, so that Ultramon now sends 16X9 to a 4X3 monitor in letterbox. Well, since I want Ultramon to stretch it (just up and down, don't want the sides cut off), is there any way to "break" Ultramon again so that it DOES stretch the picture?

Would you want to project a 1024 x 768 image, and you couldn't use a 16x9 sized image of 1024 x 576? In that case this won't work with UltraMon.
Unfortunately using UltraMon 2.7.1 probably isn't an option as this only runs on Windows XP.

I may be able to do it with the projector itself. Didn't want to go that route because I didn't want to mess with settings that I or someone else may need to (but forget to) change back and cause great confusion for the next person who uses it, but I'll see if it will stretch the 16X9 to 4X3.
