my friend wants to use his laptop and have a second monitor for a dual screen on his laptop does this program have that capability

This should be supported out of the box, UltraMon itself can't enable this.
You should only need to connect the external monitor to the laptop's VGA port, then enable the monitor in Display Properties > Settings.
