I've tried to enable my television on windows vista / ultramon and its shows that problem.
I select the second display and click enable > apply
I answer ok if I wanna keep that configuration.
And it back with the second monitor disabled.
I Have a NVidia Geforce go 7600

If you also can't enable the TV via Display Properties, it's most likely a hardware issue, for example the TV isn't connected properly to the video card.
