Is there a way to direct a full-screen app to a monitor besides your primary one? Let's say I wanted to run Team Fortress 2 fullscreen in one window, and have my email/media player open in the primary window. Would that be doable?

Most likely not, UltraMon usually can't move fullscreen games. What you could do is change the primary monitor before launching the game.
