Hi,
I get this each time I try to apply a wallpaper to my screens.
More information:

Return Value: 0
Last Error: 8
This I get each time. Any suggestions? I run UltraMon 3.0.2.

You'll get this error if UltraMon fails to set the new wallpaper, it's possible that the issue is related to a lack of free memory.
Can you manually change wallpapers via Display Properties > Desktop?
