After opening Outlook 2003 from an icon that has Ultramon specifications (specific window and size), some of the menu bar windows (like Options) open and then resize themselves to a smaller size that makes the content unuseable - and they cannot then be resized.
I got round this by opening Outlook without any window specs and the windows open correctly.

Unfortunately there's no fix for this, resizing the contents of the window is handled by the application.
