Am I to understand if I try the Ultramon software I could run a monitor and a TV on my video card using Twinview. Would I be able to zoom into a window on the TV. I'm thinking of previewing my DV editing this way.

This won't work, UltraMon can't mirror video windows.
You might be able to do this with a Matrox dualhead card, using the DVDMax feature. This feature takes a video from the first monitor and mirrors it fullscreen on the second.
