Ultramon smart task bar doesn't like ViOrb. The only way to get it to work is to launch smart task bar, shut is down via task manager, then restart it. It ties up all system resources when it is running the first time, so it is best to start task manager first. Or don't use ViOrb and it runs fine the first time.
