Was wondering if it was possible to remove program icons from Ultramon's Smart Taskbar. I wouldn't think it'd be necessary to actually tell Windows to remove it, but just have the taskbar ignore it.

UltraMon itself can't do this, but you could use something like Taskbar Hide to remove applications from the taskbar.

I gave that a try, but it seems to hide the window AND taskbar entry.
The function I'm looking for is to have a window open, such as a chat program, but have Smart Taskbar ignore its taskbar entry.

I haven't used the application myself, but from the description it sounds like you should be able to do what you want, maybe it's the minimize to tray feature.

Well, thats the thing, I don't want to minimize the window. I want to keep the window open and just hide its taskbar entry.
