It's in the VideoSaver installation folder, usually C:\Program Files\VideoSaver.
If QTConv.exe isn't present it most likely wasn't installed, to fix this, go to Control Panel > Add or Remove Programs, select VideoSaver from the list, click on Change, then select the Modify option and make sure the QTConv feature is selected.
