That would be possible, but I would first check if a wallpaper policy is active, if yes disabling it should fix the problem.
To do this, run regedit.exe, then take a look at the key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System and check if you have the values Wallpaper and WallpaperStyle there. If yes, delete both values.
