Make sure the taskbar is set to be always on top.
For the Windows taskbar, right-click a free area, select Properties, then check 'Keep the taskbar on top of other windows'.
For UltraMon taskbars, right-click a free area and make sure 'Always on Top' is checked.

Hi, I think I am experiencing the same problem. My (windows) taskbar is set to always on top but, other windows are ignoring the taskbar when maximizing.

Unfortunately I don't know what might cause this problem with the Windows taskbar.
Worth a try: uncheck the always on top setting, apply, then check it again and apply.
