It was probably a very in depth skin for windows. Or just an editted picture showing what all the windows and Login screen look like from one picture. They do that a lot for showing off what a skin looks like before you download it.

My take on this is:
If it is in fact functional and not just a picture it is most likely a creation of some sort of shell replacement program like litestep.
It is possible to create such a desktop using that kind of software (and its free).
I started one myself long a go but lost interest before I finnished

Go to wincustomize.com. there are many windows alterations there. they also offer the stardock software package to edit the look of almost any part of the windows gui.
