So I have two issues:
1) My taskbars were stacking when I enable smart taskbar. I wanted it to extend on the 2nd monitor, but it wouldn't.
2) I right clicked that taskbar and checked "always on top" and now it hides behind the real taskbar, and I can't get it back.
I have two 20.1" monitors on an NVIDIA card.
