When I right-click on my smart taskbar only two menus appear - "Toolbars" and "Position". I can't unlock the taskbar and thus, can't resize it. Is this intended or a problem with my installation?

You'll need to unlock the main taskbar first, but 3.0 Beta 1 may not pick up the changed state automatically, see this thread for a workaround.
