I have yet to get the smart taskbar to appear in any form -- there's only one taskbar (on the primary monitor) and it has the same context menu as a default Win2k install.

Please run a debug monitor like DBWIN32, then restart UltraMon.
The Smart Taskbar will print debug messages if an error occurs during startup. Please copy the messages and post them here.

also forgot to mention i tried the same regkey delete with no luck, and i also ran the debug app you suggested, and it got no messages

No idea what would cause this. If you are interested, we could do a remote debug (test) session after 2.2 Beta 1 has been released.

Thanks for the log. Disabling TraySaver should fix the problem.
I'll fix this compatibility issue in the next release, you will then be able to run both the Smart Taskbar and TraySaver.
