Just a data point. Downloaded trial version of UltraMon onto a two monitor NVidia FX 5500 Windows2000 machine. Ran NT Emacs version 21.3. Tried to access the new dropdown menu entries to spread the window over two monitors from the titlebar. Emacs crashed. Uninstalled UltraMon. Elapsed time: about 15 minutes.
It's too bad too, because I really wanted the second task bar. But I've gotta have my Emacs. And I need to bop it from monitor to monitor. So I guess it is back to NView.

Thanks for the bug report, I've been able to reproduce the issue. The problem is that Emacs isn't compatible with the menu commands added by UltraMon.
Moving/desktop-maximizing Emacs via the UltraMon window buttons or hotkeys will work fine though.
To disable the custom menu commands for Emacs, go to UltraMon Options > Window Menu and add emacs.exe to the list of excluded applications.
